Dear compatriots!
I warmly congratulate you on the International Day of Neutrality and the 29th anniversary of the adoption by the United Nations General Assembly of the Resolution on the permanent neutrality of Turkmenistan. This glorious date enhances the authority and glory of our independent, permanently neutral state!
According to the Resolutions adopted by the UN General Assembly on December 12, 1995, and June 3, 2015, the legal status of permanent neutrality of our sovereign Homeland has been recognized twice by the international community. This is a high assessment of our neutrality doctrine, which embodies the historical experience of the people, their humanistic worldview and culture, as well as state policy aimed at ensuring peace and development throughout the world. Neutrality is an important means of maintaining stability and security, implementing peace-loving initiatives, and addressing important issues at the international level through dialogue.
Therefore, we meet the International Day of Neutrality with great enthusiasm and unforgettable celebrations in the year of "The Treasury of Wisdom of Magtymguly Pyragy" together with the countries and peoples of the world, dedicating the commissioning of large modern production and cultural-social facilities to this date.
In the cities of Ashgabat and Arkadag, and in all regions of the Homeland, we hold festive events that enhance the sense of patriotism, labor enthusiasm, and creativity.
Next year, in 2025, we will celebrate an important date for our independent, permanently neutral Homeland and the peoples of the world – the 30th anniversary of the adoption of the UN General Assembly Resolution on the permanent neutrality of Turkmenistan. All this enhances the international prestige of our democratic, legal, secular state, our creative and peace-loving people, and allows us to promote the traditions of peace, mutual understanding, and friendship on the world stage.

In international relations, our sovereign state has adhered to the principles of our ancestors, such as neutrality, equality, and good neighborliness, since the first days of independence. The past years have clearly demonstrated that the policy of neutrality fully corresponds to the national interests and goals of the United Nations. The opening and effective operation of the UN Regional Center for Preventive Diplomacy for Central Asia in Ashgabat, thanks to the far-sighted initiatives of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, Hero-Arkadag, is evidence of the recognition of the neutrality policy chosen by our country.
In the era of the Revival of the new epoch of the powerful state, we consistently pursue a policy of neutrality based on good neighborliness, mutual respect, equality, and mutually beneficial cooperation with all the states of the world.
The adoption by the UN General Assembly of a large package of important resolutions proposed by our country, concerning peace, security, and sustainable development, contributes to strengthening international cooperation and enhances the authority of our neutral Homeland.
Holding forums and high-level meetings in Turkmenistan on important aspects of international relations is evidence of the triumph of the principles of peace in our neutral state and contributes to the establishment of close ties between different countries of the world. The creation of the Group of Friends of Neutrality for the sake of peace and security is an important step towards strengthening global well-being.
Along with promoting the development of peaceful, friendly, and mutually beneficial cooperation throughout the world, we are successfully implementing large-scale reforms for the sake of the prosperous and happy life of the people. We are building new cities, villages, settlements, and modern industrial complexes. The wide-ranging activities carried out in all sectors of the economy are aimed at the great goal of ensuring the sustainable development of our beloved Homeland, and the peaceful and happy life of our people.
