I wish you good health, long life, and further success in your extensive activities for the happy future of our independent neutral Homeland, and the prosperous, peaceful life of the Turkmen people.

Under your leadership, our sovereign Homeland, committed to the principles of permanent neutrality, attaches special importance to maintaining peace, mutual understanding, and trust among peoples. The 'open door' policy of our Homeland creates wide opportunities for establishing friendly relations with any state in the world. The main goal of national foreign policy is the development of bilateral and multilateral relations with the international community, with an important priority being the expansion of cooperation in the political, trade-economic, cultural-humanitarian spheres with foreign countries, particularly the states of the region.
The adoption twice by the United Nations General Assembly of the Resolution 'Permanent Neutrality of Turkmenistan' clearly demonstrates the high authority of our Homeland on the international stage and the broad support in the world for efforts to ensure universal peace. The neutrality of Turkmenistan is a global recognition of the inherent humanistic traditions of the people. The neutrality of Turkmenistan is a value not only of the Turkmen people but of all humanity, an important condition for the triumph of peace and trust.

At the initiative of our country, the United Nations General Assembly Resolution proclaimed 2025 as the International Year of Peace and Trust. This is especially symbolic in that this event coincides with the 30th anniversary of the unanimous recognition of the legal status of Turkmenistan's permanent neutrality. The unanimous adoption during the 79th session of the United Nations General Assembly, at the proposal of Turkmenistan, of the resolutions 'Zone of Peace, Trust, and Cooperation in Central Asia,' 'Treaty on a Nuclear-Weapon-Free Zone in Central Asia,' with the co-authorship of many states, is a confirmation of the full support in the world for the policy of peace and trust of our neutral Homeland. The creation at the initiative of our country of the Group of Friends of Neutrality for the sake of peace, security, and sustainable development at the UN is also a vivid testimony to the triumph of Turkmenistan's benevolent policy.

Your visits to neighboring and distant countries are of great importance for expanding international political, economic, and cultural cooperation of our Homeland. The permanent neutrality of Turkmenistan in the new historical epoch contributes to the further deepening of international partnership, and good neighborly relations in the region and the world. In a short time, Turkmenistan has established itself in the world arena as a state implementing a unique model of foreign policy and a center of peacemaking: all this enhances its international authority.
