On January 31, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers on the digital system, at which a number of priority issues of public life were considered.
The first speaker was D. Gulmanova, Chairman of the Mejlis, who informed about the ongoing activities to further modernize national legislation.
It was reported that large-scale work is currently underway aimed at legislative support for the socio-economic and cultural development of the state, protecting the rights and interests of citizens, and improving the standard of living of the population. Appropriate measures are being taken to improve the country's legal system in accordance with the requirements of the time, new laws are being developed, amendments and additions are being made to a number of existing legislative acts in accordance with generally recognized norms of international law.
In order to build relations with international organizations, Russian parliamentarians, together with representatives of relevant government agencies of the country, participated in conferences and meetings held by United Nations agencies.
Summarizing the information, President Serdar Berdimuhamedov stressed the need to further improve the national legal system in accordance with modern requirements.
Further, Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the measures being implemented to improve the quality and expand the types of remote banking services in the country.
As noted, the State Bank for Foreign Economic Affairs of Turkmenistan has taken appropriate steps to introduce new methods, in particular, to develop the Galkynyş payment system.
This is intended to facilitate the provision of modern, high-quality remote services to institutions and individuals and their dissemination, as well as improving the efficiency of banking activities.
In this context, the Deputy Prime Minister submitted a corresponding proposal to the Head of state for consideration.
After hearing the report, President Serdar Berdimuhamedov noted that the quality of banking services in the country is constantly improving, and program measures are being taken in this area to introduce a digital system.
Having approved the proposal concerning the Galkynyş payment system, which is planned to be implemented in the State Bank for Foreign Economic Affairs, the head of Turkmenistan instructed the Deputy Prime Minister to carry out proper work.
Then Deputy Chairman of the Cabinet of Ministers B.Amanov reported on measures aimed at further improving the quality of services to provide consumers with petroleum products.
As reported, as part of the socio-economic development of the country, large-scale work is underway to create new residential complexes, industrial zones and various industries in the capital and velayats.
In this regard, noting that effective steps are being taken to further increase the number of service points for consumers of petroleum products, the Deputy Prime Minister submitted a corresponding proposal to the President of Turkmenistan for consideration.
Summarizing the report, the head of state stressed that modern fuel supply services for domestic consumers and transit transport are being created in the country.
In order to further improve the services provided, President Serdar Berdimuhamedov, having approved the submitted proposal, instructed the Deputy Prime Minister to take appropriate measures in this direction.
Deputy Chairman of the Cabinet of Ministers T.Atakhalliev reported on the work carried out in the agricultural sector and the regions of the country.
It was reported that harrowing, combing, surveying and rinsing are carried out in the areas allocated for cotton sowing. The processing of cotton seeds continues at the refineries, as well as the preparation of seeds, agricultural machinery and aggregates for the next season.
In order to obtain a rich harvest, appropriate care is provided for the wheat. Work is also underway to further strengthen food abundance by supplying the population with potatoes and other vegetable crops.
In addition, practical steps are being taken to develop animal husbandry in the country, increase the number of livestock and proper care for them, ensure their nourishing and warm wintering in industrial farms, and increase the production of livestock products.
Measures are being implemented to improve the water supply of farmlands, rational and efficient use of water resources, and maintain the land reclamation status at the proper level.
After hearing the report, President Serdar Berdimuhamedov stressed the importance of continuing work on the integrated development of the country's agricultural sector. In this context, the head of state noted the need for timely implementation of appropriate agrotechnical measures in the areas designated for cotton sowing, to keep under control the processing of seed material at specialized enterprises and the harvesting of seeds.
The importance of proper care of wheat and the continuation of agrotechnical measures in the areas allocated for planting potatoes and other vegetable crops in the regions was also emphasized.
Emphasizing the importance of implementing effective measures to ensure a nutritious and warm wintering of livestock in livestock farms, the President of Turkmenistan gave a number of instructions to the Deputy Prime Minister in this regard.
Next, Deputy Chairman of the Cabinet of Ministers B.Annamammedov reported on the steps being taken to further strengthen and modernize the material and technical base of the country's chemical industry, to ensure the smooth operation of enterprises under the jurisdiction of the Turkmenhimiia State Concern.
In particular, we are talking about the plants "Tejenkarbamid", "Marykarbamid" and "Garabogazkarbamid", which produce carbamide fertilizers, supplying them to domestic agricultural producers and exporting these products.
As noted, for the further reliable operation of these industries, it is necessary to ensure their uninterrupted supply of the necessary technological equipment and facilities.
In this regard, relevant proposals were submitted to the Head of State for consideration.
Summarizing the report, President Serdar Berdimuhamedov stressed the need for special attention to maximize the use of production capacities of chemical enterprises operating in the country. In this context, the Deputy Prime Minister was instructed to ensure strict control over the implementation of contracts for the integrated maintenance of plants for the production of carbamide fertilizers subordinate to the State Concern Turkmenhimiýa.
Deputy Chairman of the Cabinet of Ministers N.Atagulyev reported on preparations for the regular eighth meeting of the Intergovernmental Turkmen-Turkish Commission on Economic Cooperation on February 19-20 this year.
As noted, the agenda will include issues of further development of diverse cooperation between the two countries in the trade, economic, cultural and humanitarian fields.
In order to increase the effectiveness of the Intergovernmental Turkmen-Turkish Commission, a corresponding proposal was submitted to the head of state for consideration.
After hearing the report, President Serdar Berdimuhamedov stressed that our country is implementing a multi-vector partnership with the Republic of Turkey, and bilateral trade and economic relations are developing effectively.
Having approved the proposal on the composition of the Turkmen-Turkish Intergovernmental Commission on Economic Cooperation from the Turkmen side, the Head of state instructed the Deputy Prime Minister to take appropriate steps.
Deputy Chairman of the Cabinet of Ministers M.Mammadova reported on the ongoing work on the historical and cultural monuments of the country.
As noted, large-scale activities are being carried out to preserve, in-depth study and restoration of monuments containing information about the glorious history, ancient rich culture of the Turkmen people and of great importance in the patriotic education of the younger generation. Measures are also being implemented to improve the relevant legislative framework and bring it in line with international requirements.
According to the "State Program for 2022-2028 for the careful preservation of national historical and cultural heritage sites, their protection and study, and attracting tourists to them," it is planned to continue relevant research and restoration work in the spring season of this year.

Emphasizing the importance of the activities carried out in this area, the Head of state instructed to continue work on the wide popularization of archaeological finds discovered as a result of excavations at the international level.
Deputy Chairman of the Cabinet of Ministers B.Orazdurdiyeva reported on preparations for the international educational and methodological conference and Olympiads in higher educational institutions of the country in February-March of this year through the digital system.

Having approved the proposal to organize an international educational and methodological conference and open international Internet Olympiads in the country's universities through a digital system, the head of state instructed the Deputy Prime Minister to carry out proper work in this direction.
Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the work Plan for cooperation between the Government of Turkmenistan and the Organization for Security and Co-operation in Europe for 2025.
One of the key vectors of the Motherland's foreign policy is the development of constructive partnership with reputable international structures. Among them is the OSCE, whose cooperation covers a wide range of areas.
In this context, it was reported that last year, relevant activities were carried out to promote international initiatives and positions of Turkmenistan within the framework of the main structural units of the OSCE. It was also noted that on December 5-6, 2024, in the city of La Valletta (Republic of Malta), a regular meeting of the Council of OSCE member States, held annually at the ministerial level, was held to summarize the work done. During the meeting, Turkmenistan's initiatives in such areas as maintaining peace and security, ensuring environmental well-being and sustainable development in global and regional dimensions were outlined.
At the same time, the need to use the potential of the policy of neutrality in international relations was emphasized. It was also proposed to jointly celebrate the year 2025, the "International Year of Peace and Trust", proclaimed by the UN General Assembly at the initiative of our country, and to include the principles of peace and trust as key items on the Organization's agenda.
In continuation of the report, the Deputy Prime Minister and the Head of the Ministry of Foreign Affairs said that together with the OSCE Center in Ashgabat, relevant government agencies and public organizations of our country, a plan of projects has been prepared, scheduled for implementation in 2025. According to this document, it is planned to carry out specific activities in key areas of partnership between Turkmenistan and the Organization for Security and Co-operation in Europe. In total, 40 projects are planned to be implemented this year.
In particular, in the political sphere, it is planned to implement projects designed to strengthen peace and security, develop preventive diplomacy, and ensure cybersecurity.
Projects in economic and environmental areas are also planned for implementation. They are aimed at solving urgent problems related to the development of the economy and regional economic cooperation, improving energy efficiency, strengthening environmental safety and climate change.
In addition, a number of humanitarian cooperation projects are planned. They provide for the implementation of relevant activities in the scientific and educational sphere, as well as in such areas as the protection of human rights and freedoms, improving the foundations of democratic institutions in the country, ensuring gender equality, addressing issues of statelessness, and developing the media.
Summarizing the report, President Serdar Berdimuhamedov noted that building up partnership with international organizations is one of the priorities of Turkmenistan's foreign policy.
Having approved the work Plan for cooperation between the Government of Turkmenistan and the OSCE for 2025, the head of state instructed the Deputy Prime Minister and the Head of the Ministry of Foreign Affairs to carry out proper work.
Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakiyev reported on the activities carried out within the framework of socio-economic reforms to further strengthen the material and technical base of the supervised complex, in particular, the Turkmenawtoulaglary agency.
As noted, the necessary measures are being implemented to ensure high-quality car service, uninterrupted and efficient operation of vehicles during cargo transportation.
In this regard, a corresponding proposal was submitted to the Head of State for consideration.
After hearing the report, President Serdar Berdimuhamedov noted the great importance attached to the systematic strengthening of the material and technical base of the country's transport and communications sector. Having approved the prepared proposal on the efficient use of vehicles, the Head of state instructed the head of the Agency to take appropriate steps in this direction.
The meeting also considered a number of other important issues of public life, on which appropriate decisions were taken.
