At the eighth session of the Mejlis of Turkmenistan of the seventh convocation, several important laws aimed at intensive socio-economic development of the country were reviewed and adopted.
According to TDH, the legislative acts were developed in accordance with the priorities of President Serdar Berdimuhamedov's state policy and were discussed in all committees of the national Parliament, as well as in ministries and departments of the country.
One of the key documents was the new version of the Law of Turkmenistan "On the Court", prepared as part of the implementation of the "Program for the development of the judicial system of Turkmenistan for 2022-2028". The law provides for the modernization of the judicial system and judicial proceedings, taking into account international practice.
An important innovation was the inclusion in the draft of a new section "Family judges" and the introduction of corresponding positions in etrap courts and courts of cities with etrap rights.
The deputies also considered and adopted the draft law "On Amendments to the Law of Turkmenistan "On the establishment of the jubilee medal of Turkmenistan "Magtymguly Pyragyny 300 gyllygyna".
The jubilee medal was established to reward citizens for their great achievements in the implementation of cultural development programs, for studying and popularizing the creative legacy of the great thinker and classic poet of the East, Makhtumkuli Fragi, for scientific research and creative achievements in the fields of science, education, culture, literature and art. The medal is also awarded to individuals who have made a significant contribution to the education of the younger generation in the spirit of respect for national values and for special services in the development of cultural ties between Turkmenistan and the countries of the world.
The proposed addition regulates the rules for wearing this medal on the uniforms of leaders and employees of the country's military and law enforcement agencies.
An important decision was the adoption of amendments and additions to the Law of Turkmenistan "On Road Transport", which establishes the legal, economic and organizational basis for the functioning of this industry. The law is aimed at ensuring safety, protecting human life and health, protecting the environment, as well as protecting the rights of individuals and legal entities when using motor transport services. According to the adopted document, the Cabinet of Ministers of Turkmenistan and the Agency Turkmenawtoulaglary of the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan have been designated as the bodies responsible for state regulation and management in the field of motor transport.
The parliamentarians also considered the draft Law "On Accession to the Protocol of 1988 to the International Convention on the Cargo Mark of 1966", aimed at ensuring the safety of ships and property at sea.
During the meeting, the deputies approved amendments and additions to the laws "On Migration", "On Administrative Procedures" and a number of codes, including the Criminal, Arbitration Procedural, Tax, Criminal Procedure, Labor, Family and Civil Procedure Codes of Turkmenistan.
Special attention was paid to the draft Law "On Migration", which is supplemented by regulations on the issuance of electronic visas to foreign citizens and stateless persons through the information system, which corresponds to national strategic priorities for digitalization.
The Authorized Representative for Human Rights in Turkmenistan, Ombudsman Y.Gurbannazarova, who provided the deputies with annual information in accordance with the Law "On the Ombudsman".
The deputies of the National Parliament noted that the adopted documents, supplementing the current system of legislation of Turkmenistan, will provide a reliable platform for the country's progress and prosperity in the long term.
