The prosperity of the Fatherland and the well-being of the people are the main goals of the Program for the further development of the country and investments

Implemented under the leadership of President Serdar Berdimuhamedov in the era of the Renaissance of a new era of a powerful state, the national economic model contributes to the systematic advancement of the country to the heights of progress, its active integration into the system of world economic relations.

A significant practical step towards further bringing the native Fatherland to new frontiers in the year passing under the motto “The Fount of the Mind of Magtymguly Fragi” was the approval by the head of state on February 9 of this year at an extended meeting of the Cabinet of Ministers of the “Program for the socio-economic development of Turkmenistan and investments in 2024” "

Together with the multifaceted economic and resource potential, the development strategy of the Fatherland, which is based on a scientific approach, competent management, forecasting and planning, allows today to carry out large-scale activities of both national and international importance and achieve positive results in all sectors through modernization and diversification of the economy , an effective combination of market elements and government regulation, widespread introduction of the latest technologies and innovations.

The adoption of the above-mentioned Program is aimed primarily at the successful solution of the tasks defined in the conceptual documents - in

The program “Revival of a new era of a powerful state: National program for the socio-economic development of Turkmenistan in 2022–2052”, “Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028” and “National program of the President of Turkmenistan for transforming the social and living conditions of the population villages, towns, etrap cities and etrap centers for the period until 2028.”

The new Program for 2024, drawn up on the basis of indicators of production and financial plans, as well as measures planned for implementation in the State Budget, specifies long-term tasks for each industry, as well as the integrated development of the regions, the cities of Ashgabat and Arkadag.

It would be appropriate to begin the review of this Program with an emphasis on the key goal, which is to increase the social standard of living and social security of citizens, as well as improve the employment system by increasing the incomes of Turkmen citizens, bringing the labor relations regulation system into line with the realities of the time, creating in places of new jobs.

Along with this, it is planned to improve the provision of housing for Turkmen citizens by increasing the pace of construction of residential areas in all velayats and making utilities and other types of social services available to residents of the country.

In addition, great importance will be attached to maintaining macroeconomic stability, effectively realizing the potential of the socio-economic development of the Fatherland, increasing its economic power, strengthening the innovative and industrial level of the economy, and the dynamic growth of all industries and the service sector. The implementation of sectoral and structural reforms is also among the priorities.

Separately, it should be noted that by 2024 it is planned to use enterprises for processing and production of finished products at full capacity, increase the potential of export-oriented industries and diversify the production of import-substituting goods.

The main goals are also identified: use of the favorable geo-economic and geographical location of Turkmenistan, environmental protection and maintenance of environmental well-being, development in all areas of the “green” economy.

Among the long-term plans for the current year is ensuring food security by increasing the volume and list of environmentally friendly, high-quality agricultural and other types of food products. The importance of improving water supply is also noted.

In addition, the agro-industrial complex provides for the adoption of measures to increase crop yields, develop livestock farming, and increase the number of livestock and poultry. A significant step in this direction was the decision of the President of Turkmenistan, adopted at an expanded meeting of the Cabinet of Ministers in order to radically reform the country’s agriculture, to create, through the reorganization of the Ministry of Agriculture, the State Association “Türkmengallaönümleri”, the State Association of the Food Industry, the State Association of the Livestock and Poultry Industry, the State concern "Türkmenpagta" and the State Association "Türkmenobahyzmat".

As you know, in our country great attention is paid to the use of scientific and technological progress in all spheres. In this regard, the Program provides for the development of domestic industry on an innovative basis and the widespread introduction of digital technologies into all segments of the economy, as well as strengthening the interconnectedness of production and science.

An important place is given to the intensification of interstate and interregional cooperation through the successful implementation of foreign economic policy based on the principles of positive neutrality, peacefulness, mutual benefit and equality.

To solve pressing problems in the development of the country and its integration into the global economic network, the goal has been set to carry out consistent work in the field of intellectual property. For this purpose, it is planned to introduce appropriate international rules and procedures.

A number of priorities include increasing the efficiency of the state investment policy and improving the financial sources of investments channeled into the economy.

This, in turn, involves increasing the share of the non-state sector and foreign investment by expanding the range of private allocations to industries based on innovative technologies and to projects to create competitive industry and production.

At the same time, further modernization of the legislative framework regulating the issues of attracting investments into the country, protecting and supporting investors will be carried out.

One of the key aspects of President Serdar Berdimuhamedov’s policy is comprehensive support for the development of small and medium-sized businesses.

In this context, the main goals for the current year include the formation of a favorable business environment, accelerating the transition to market relations, and expanding the range of business activities in various sectors. Measures will also be taken to develop various forms of public-private partnerships and privatization of state property.

Among the main vectors of work for the current year, further improvement is planned in accordance with international practice of the national financial sector, the activities of banks, and financial markets. It is planned to continue issuing loans for the implementation of production projects and attracting financial resources on favorable terms.

At the same time, it is planned to increase freight turnover and passenger traffic, actively use the potential of international transport and transit corridors and ensure the provision of high-quality transport services to the population.

This year, as noted in the Program, funding for measures to support state youth policy will continue. At the same time, the main objectives are to create conditions for the younger generation to receive modern education and upbringing, improve the scientific and educational sphere, and update curricula, programs, and textbooks in accordance with best international experience.

Also, great importance will be attached to the development of sports, strengthening the role of mass physical education, and establishing the principles of a healthy lifestyle in society.

Great attention is planned to be paid to the successful implementation of the State Program “Saglyk”, ensuring the availability of medical services and expanding the pharmaceutical industry.

One of the key aspects is the further improvement of the cultural sphere. In this regard, tasks have been set for the development of national crafts, carpet weaving, song and musical art, preservation and scientific study of the cultural and spiritual heritage of the Turkmen people, and careful protection of historical and cultural heritage sites.

Along with this, on the occasion of the 300th anniversary of the birth of the outstanding thinker of the East, the great Turkmen poet Magtymguly Fragi, a set of events in the country and abroad is planned in 2024, dedicated to his life and work.

This year, work will continue in the field of domestic and international tourism through the widespread use of the country’s tourism potential.

Particular importance, as in previous years, is planned to be given to the growth in the number of Akhal-Teke horses and Turkmen Alabais, which are the property of the Turkmen people. In this regard, practical steps are outlined aimed at popularizing the glory of “heavenly” horses in the world, preserving and enriching the traditions of the national school of dog breeding.

An equally important vector of work for 2024 is the successful implementation of the Sustainable Development Goals of the UN Agenda for the period up to 2030 and the achievement of appropriate solutions to the assigned tasks.

In addition, the chapters of the Program provide the expected macroeconomic indicators and main indicators of the socio-economic development of the Fatherland this year.

In the state course of President Serdar Berdimuhamedov, aimed at the further prosperity of the Fatherland, a key role is given to increasing investment activity.
