The President of Turkmenistan held a meeting of the State Security Council

President of Turkmenistan, Supreme Commander-in-Chief of the country's Armed Forces, Army General Serdar Berdimuhamedov held a regular meeting of the State Security Council, which reviewed the results of the work of the country's military and law enforcement agencies for three months of this year.

Issues related to ensuring security and tranquility in an independent state, further strengthening the material and technical base of law enforcement agencies, and improving their work were also put on the agenda.

According to the State News Agency of Turkmenistan, the first speaker was Secretary of the State Security Council, Minister of Defense B.Gundogdiyev, who reported on the measures taken since the beginning of the year to successfully implement the Program for the Development of the Armed Forces of Turkmenistan, strengthening the country's defense capability. At the same time, a report was made on the progress of conscription of military personnel and the next conscription of citizens for military service.

It was also reported on the ongoing work to improve the service and social conditions of military personnel, and the training of highly qualified personnel. A draft document on the construction and reconstruction of a number of subordinate facilities was submitted to the Head of state for consideration.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country noted the importance of strict implementation of the key provisions of the Military Doctrine of the Turkmen state, which is exclusively defensive in nature. As it was emphasized, the proper solution of the tasks facing the law enforcement agencies directly depends on the level of professionalism of the officers, their legal literacy, skills in modern technical means and technologies, President Serdar Berdimuhamedov said and signed the relevant document.

Focusing on issues related to the retirement from the Armed Forces and the regular conscription of Turkmen citizens for military service, the head of state ordered to keep under strict control the organized conduct of this work.

Prosecutor General B.Mukhamedov reported on the results of the activities carried out in January–March of this year, on the fulfillment of the instructions previously given by the head of Turkmenistan to supervise the implementation of normative legal acts. Information was also provided on the practical steps being taken to introduce a digital system and strengthen the human resources of the prosecutor's office.

After hearing the report, the Supreme Commander-in-Chief of the country's Armed Forces signed the relevant documents on the appointment and dismissal of prosecutors. Noting the need for strict control over the accurate and uniform implementation of legislation by ministries, sectoral departments and other institutions and enterprises, Head of State Serdar Berdimuhamedov instructed the Prosecutor General to identify violations and take measures to correct them in a timely manner.

Minister of the Interior M.Khidyrov reported on the work done by the accountable structures for three months of this year, and measures to maintain public order in the country, prevent offenses, including the prevention of road accidents. It was also reported on the concrete steps taken to improve the activities of the Fire Safety Service.

Summarizing the report, the President of Turkmenistan stressed that the key functions of the Ministry of Internal Affairs are the protection of the rights and freedoms of citizens, the interests of society and the state from unlawful encroachments, monitoring compliance with traffic rules and fire safety regulations. In this context, the importance of organizing explanatory events and relevant briefings in institutions and among the population on a regular basis was noted.

Chairman of the Supreme Court B.Khodjamgulyev reported on the results of the activities of the headed structure for the first quarter of 2024, on the measures taken to properly conduct legal proceedings, as well as to improve the professionalism of personnel, and the introduction of a digital system.

After hearing the report, Head of State Serdar Berdimuhamedov noted the need for the active participation of judicial authorities in the work on the prevention of offenses. The President of Turkmenistan instructed to keep under constant strict control the steps being taken to further improve the judicial process. The emphasis was also placed on the organization of further special seminars with employees of the department for the training of highly qualified specialists.

Minister of National Security N.Atagarayev, who then spoke, reported on the results of activities over three months, comprehensive measures being implemented to protect state interests, maintain stability in society, as well as on the implementation of the Development Program of the headed body for 2022-2028.

After hearing the report, the Supreme Commander-in-Chief of the Armed Forces of the country focused on the priority tasks facing this department in the context of protecting the constitutional order and territorial integrity of Turkmenistan. In particular, the need for high-quality analytical work was noted.

The head of the State Border Service Ya.Nuriyev reported on the work done by the accountable structure in January–March, the practical steps taken to protect the sacred borders of the Motherland. A separate topic of the report was the modernization of border outposts, strengthening the material and technical base, creating the necessary conditions for effective service, proper life and leisure of soldiers.

Summarizing the report, the Head of Turkmenistan stressed the importance of ensuring reliable protection of the State border and continuing work on turning it into a border of friendship and brotherhood. Systematic provision of Border troops with advanced technical means requires improving the professional training of military personnel, President Serdar Berdimuhamedov continued, addressing a number of specific instructions to the head of the Service.

Further, Minister Adalat M.Taganov reported on the results of the work carried out since the beginning of the year to improve the legislative framework, introduce a digital system in structural units, as well as on the implementation of instructions previously given by the head of Turkmenistan. Information was also provided on the implementation of the relevant Development Program.

Summarizing the report, the Supreme Commander-in-Chief of the country's Armed Forces stressed that measures are currently being taken to transfer the activities of the adalat bodies to a digital system. In this context, it was instructed to keep under strict control the timely and high-quality performance of this work.

Then the chairman of the State Customs Service M.Khudaikulyev reported on the results of the activities carried out in three months of this year, on the fulfillment of the instructions previously given by the head of Turkmenistan. It was also reported on the measures being implemented to introduce modern methods and the latest technologies, the progress of the department's Development Program.

A draft document on strengthening the material and technical base of accountable structures and training of specialized specialists was submitted to the Supreme Commander-in-Chief of the Armed Forces of the country.

After hearing the report, the head of Turkmenistan signed a corresponding Decree. Noting that customs posts are being modernized in the modern era, President Serdar Berdimuhamedov emphasized the need for constant monitoring of the implementation of work planned in this area on time and at a high quality level.

Chairman of the State Migration Service A.Kazakov reported on the activities carried out by the accountable formations since the beginning of the year, as well as on the practical steps taken to modernize the material and technical base of the department, strengthen human resources.

After hearing the report, the Head of Turkmenistan noted that the state's policy in the field of migration is aimed at combining positive international experience and the fundamental principles of national legislation, the use of innovative working methods. It is necessary to keep the issues of improving migration control in the spotlight and take concrete measures, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan said, addressing relevant instructions to the head of the Service.
