In order to transform the architectural and urban appearance of the Balkan Velayat, as well as create the most favorable working conditions for communication workers, successfully complete the tasks outlined in the "Program of the President of Turkmenistan for the socio-economic development of the country in 2022-2028" in the era of the Revival of a new era of a powerful state, the President of Turkmenistan signed a decree, having allowed the agency "Turkmenaragatnaşyk" of the Agency for Transport and Communications under the Cabinet of Ministers of Turkmenistan to conclude, at its own expense, a contract with the business company "Baş bina" for the design and construction of the administrative building of the communications center in the city of Turkmenbashi of the Balkan Velayat with landscaping of the adjacent territory.

The document prescribes to begin construction work in June 2024 and to hand over the facility with full readiness for operation in September 2026.
