President of Turkmenistan, Supreme Commander–in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov held a regular meeting of the State Security Council, which reviewed the results of the work of military and law enforcement agencies in January-May this year. The agenda also includes issues of ensuring security and peace in our independent Homeland, strengthening the material and technical base of law enforcement agencies, and further improving their activities.
The first speaker was Secretary of the State Security Council, Minister of Defense B. Gundogdiyev, who reported on the work done by subordinate structures during the period under review and the practical steps taken to successfully fulfill the priorities identified by the military reform, including strengthening the defensive power of the National Army.
In addition, there was a report on the progress of the spring conscription campaign, preparations for the military parade dedicated to the glorious 33rd anniversary of the sacred independence of the Motherland, as well as the results of the past military field exercises.
After hearing the report, the Supreme Commander-in-Chief of the country's Armed Forces stressed that in accordance with the Military Doctrine, which is purely defensive in nature, one of the priorities is to strengthen the material and technical base of military and law enforcement agencies. The technical re-equipment of law enforcement agencies requires special training of military personnel, the head of state continued, ordering to update the learning process in specialized educational institutions through the use of innovative methods in this area.
Expressing satisfaction with the results of the recent military field exercises, which demonstrated the perfection of the Armed Forces, President Serdar Berdimuhamedov noted the importance of holding them in the future in accordance with plans and at a high level. An instruction was also given related to the increase in combat training of the Armed Forces.
Separate orders related to the discharge from the Armed Forces in the prescribed manner and the regular conscription of citizens of the country for military service. Along with this, the Secretary of the State Security Council and the Minister of Defense were instructed to ensure the proper organization of a military parade in honor of the next anniversary of the independence of the Motherland.
Prosecutor General B.Mukhamedov reported on the results of the activities carried out since the beginning of the year, the comprehensive measures implemented to monitor strict and proper observance of the rule of law in all areas. There was also a report on the inspections of the implementation of the provisions of normative legal acts carried out on behalf of the head of Turkmenistan.
After hearing the report, President Serdar Berdimuhamedov emphasized the significant role of the Prosecutor's Office as the most important state law enforcement agency and ensuring the rule of law. In this regard, it was noted that the staff of the department should take a responsible approach to the implementation of the powers assigned to them.
Then the Minister of the Interior, M.Hydyrov reported on the results of the work done by the accountable structures for five months of this year. In particular, about the practical steps taken to maintain public order, prevent offenses, ensure universal compliance with fire safety rules, organize the activities of the Traffic Supervision Service in accordance with the realities of the time, and address social issues.
Summarizing the report, the Head of Turkmenistan drew attention to the need to further improve the work of the structural divisions of the department. At the same time, the importance of the active introduction of modern technical means and systems to ensure road safety, professional development of employees was noted.
Due to the onset of the summer season and an increase in air temperature, President Serdar Berdimuhamedov instructed the Minister to keep strict control over compliance with the fire safety regime.
The Supreme Commander-in-Chief of the Armed Forces of the country reprimanded the Minister of Internal Affairs M. Hydyrov for improper performance of official duties and shortcomings in his work.
Further, Chairman of the Supreme Court B.Hojamguliyev reported on the progress of the implementation of the instructions previously given by the President of Turkmenistan, as well as on the work done during the designated period to modernize the judicial system. Along with this, a report was made on the measures implemented in order to apply best practices in this area, as well as on the conditions created for fruitful service and everyday life of employees.
Summarizing the report, Head of State Serdar Berdimuhamedov noted that in order to successfully solve the challenges, it is necessary to actively use innovative technologies and improve judicial proceedings.
During the meeting, a decree was signed "On the appointment and dismissal of judges of the courts of Turkmenistan and the assignment of qualification classes to them."
Minister of National Security N.Atagarayev, who then spoke, reported on the activities carried out during the period under review, as well as on the practical steps taken to implement the digital system and improve the professionalism of employees.
After hearing the report, President Serdar Berdimuhamedov emphasized the important role of the Ministry of National Security in ensuring internal socio-political stability and ordered proper work in this direction.
The head of the State Border Service Y.Nuriyev reported on the results of the activities of the accountable formations for January–May of this year, the comprehensive measures implemented to modernize the border posts, as well as the conditions created for effective service and life of the personnel.
Summarizing the report, the Supreme Commander–in-Chief of the Armed Forces of the country stressed that improving the level of combat and physical training of military personnel today is one of the main requirements in maintaining the inviolability of the sacred borders of the Motherland - the borders of friendship and brotherhood. In order to ensure reliable protection of the State Border, President Serdar Berdimuhamedov instructed the head of the Service to keep under strict control the full and timely fulfillment of the tasks provided for the systematic improvement of the Border Troops, updating their material and technical base.
During the meeting, the head of Turkmenistan severely reprimanded the head of the State Border Service of Turkmenistan, the commander of the Border Troops, Y.Nuryev for improper performance of official duties and shortcomings in the work.
Further, Minister Adalat M.Taganov reported on the comprehensive steps taken during the period under review to improve the legislative framework, raise legal awareness of citizens, and provide them with legal assistance.
Summarizing the report, President Serdar Berdimuhamedov focused on the topical aspects of legal reform. As it was emphasized, it is necessary to carry out an ongoing analysis of regulatory documents and bring national legislation in line with the realities of the time.
The Supreme Commander-in-Chief of the Armed Forces of the country instructed the head of the Ministry to continue developing, in accordance with the requirements of international law, legislative acts aimed at ensuring the further socio-economic development of the country.
Then the Chairman of the State Customs Service M.Hudaykulyev reported on the results of the activities of the entrusted structure for five months of this year, practical steps being taken to use the capabilities of the digital system in order to more accurately monitor the flow of goods passing through the border of Turkmenistan, including transit.
After hearing the report, President Serdar Berdimuhamedov stressed that currently, in the context of increasing the importance of the transport and transit corridors of the Motherland, large-scale work is underway to increase the export potential of our state. It is necessary to strengthen measures aimed at ensuring proper customs control and preventing violations of relevant rules, the head of Turkmenistan noted, addressing specific instructions to the head of the Service.
Further, the Chairman of the State Migration Service, A.Sazakov, reported on the work done since the beginning of the year, the practical steps taken to modernize the material and technical base of subordinate structures, and strengthen the staff.
Noting that ensuring human rights and freedoms, observing the norms of national and international law, and harmonizing the interests of the individual, society and the state are among the basic principles of Turkmenistan's migration policy, President Serdar Berdimuhamedov addressed a number of instructions to the head of the Service.
Summing up the meeting, the Head of state stated that in accordance with the defensive Military doctrine of Turkmenistan, measures are being taken to ensure the high level of security and integrity of an independent neutral Homeland. Priority attention is paid to strengthening the defense capability of the Motherland, improving the social and living conditions of defenders of the Fatherland and their family members, the Supreme Commander-in-Chief of the Armed Forces of the country continued, noting that work in this direction will continue.
A number of other issues were also considered at the meeting of the State Security Council, on which appropriate decisions were taken.
