On April 12, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers on the digital system, at which topical issues of socio-economic development of the country were considered.
The first speaker was the Chairman of the Mejlis D.Gulmanova, who informed about the progress of improving the national legal framework.
As reported, the working commissions are currently working on drafts of a new version of the Civil Code of Turkmenistan, the Law of Turkmenistan "On the Cultural Heritage of Makhtumkuli Fraga", and necessary amendments and additions are being made to the Laws of Turkmenistan "On Physical Culture and Sports" and "On Seed Production".
Information was provided on the measures being implemented in order to further strengthen fruitful contacts with parliaments of foreign countries and international organizations. In particular, on behalf of President Serdar Berdimuhamedov, credentials were received from the Ambassador Extraordinary and Plenipotentiary of the Republic of Slovenia to Turkmenistan.
Along with this, meetings were held with the Plenipotentiary of the Russian Federation, members of the delegation headed by the head of the Parliament of Georgia, the Vice-President of the OSCE Parliamentary Assembly and the Special Representative for Central Asia of this structure, during which issues of expanding bilateral cooperation were discussed, as well as the possibility of intensifying cooperation between interparliamentary friendship groups.
In addition, it was reported that during the official visit of the National Leader of the Turkmen people to the Republic of Tajikistan, the deputies of the Mejlis with their colleagues discussed the prospects for partnership between the relevant committees of the parliaments of the two friendly states and exchanged experience in improving legislative activities through the Turkmen-Tajik Friendship Group.
Information was provided on the participation of people's deputies in events to explain to the general public the key aspects of the implemented domestic and foreign policy, the goals of the adopted legal acts, as well as the importance of a healthy lifestyle.
President Serdar Berdimuhamedov noted that, in accordance with the requirements of modernity, effective work should be continued to improve the national legal system.
Then Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the measures taken to widely introduce digital technologies in the economy, including the introduction of remote payment services for charitable purposes.
As the Deputy Prime Minister noted, at present, under the wise leadership of the President of Turkmenistan, the state is creating the necessary conditions for the comprehensive harmonious development of youth. As a result, a generation of happy, hardworking Turkmen people, true patriots of the Motherland, has been formed today.
The Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, created on the initiative of Hero Arkadag, provides financial assistance for various operations to children in medical institutions of the country, for the treatment of young patients raised in orphanages, specialized schools and boarding schools, as well as for the purchase of medical supplies. With the support of the Fund, humanitarian assistance has been provided to a number of States. In this regard, it was reported that letters of thanks were received from various countries and the representative office of the United Nations Children's Fund in Turkmenistan to the Charity Foundation, which emphasize its role in strengthening the bonds of friendship between states and peoples.
In this context, a proposal was reported on the introduction of the mobile software "Senagat töleg", developed by the Joint-Stock Commercial Bank "Senagat" and intended for non-cash transfer of funds by citizens to charity.
After hearing the report, the head of Turkmenistan noted the importance of the activities of the Gurbanguly Berdimuhamedov Charitable Foundation for Children in Need of Care, with the support of which assistance is systematically provided to persons in need of care, and humanitarian aid is sent to children of foreign countries.
Having approved the proposal submitted to satisfy the wishes of the country's citizens on the voluntary transfer of charitable funds to the Fund's account through the digital system, President Serdar Berdimuhamedov instructed the Deputy Prime Minister to carry out appropriate work in this direction.
Further, Deputy Chairman of the Cabinet of Ministers B.Amanov reported on the activities carried out to increase production capacities at the refineries of the State Concern Turkmennebit and introduce international experience into the industry.
Information was provided on the steps being taken to increase the productivity of the State Concern's oil and gas wells through the widespread introduction of world best practices into production.
This will make it possible to provide the Turkmenbashi complex of oil refineries with additional volumes of hydrocarbon raw materials, as well as effectively use existing production facilities.
After hearing the report, President Serdar Berdimuhamedov noted the importance of consistently increasing the production capacity of the refineries of the State Concern Turkmennebit.
Stressing the need to carry out appropriate work on the processing of crude oil at the refinery with a wide application of international experience, the head of state addressed specific instructions to the Deputy Prime Minister.
Then Deputy Chairman of the Cabinet of Ministers T.Atakhalliyev reported on the state of affairs in the agro-industrial sector, in particular, on the progress of seasonal agricultural campaigns in the regions of the country.
It was reported that currently, according to agrotechnical standards, wheat is being cared for in the velayats, including fertilization with mineral fertilizers and vegetation irrigation. At the same time, preparations are underway for the harvest of enterprises, grain reception points and elevators.
In accordance with the Decree of the President of Turkmenistan on growing a rich harvest in 2024, cotton sowing continues. Appropriate measures are being taken to effectively use agricultural machinery and supply farmers with high-quality seeds.
Information was provided on steps aimed at providing the population with potatoes and vegetable melons produced in the country. Sowing and care of spring crops are carried out in the fields.
Measures are being implemented in the velayats for the production of silkworms and the successful completion of the breeding campaign. At the same time, preparations are underway to organize the National Holiday of the Turkmen Horse at a high level.
After hearing the report, the President of Turkmenistan noted the need to comply with agrotechnical standards in the care of wheat in the velayats of the country.
Speaking about the creation of all conditions for the proper sowing of cotton, the head of state focused on the importance of using high-quality seeds and the effective use of modern technology.
Further, Deputy Chairman of the Cabinet of Ministers B.Annamamedov reported on the ongoing work to provide agricultural producers with mineral fertilizers. As noted, the State Concern Türkmenhimiýa supplies domestic agricultural producers with urea, phosphorus, potash fertilizers and ammonium nitrate. In accordance with the requirements, in order to store mineral fertilizers and prevent them from spoiling, it is necessary to build special storage facilities.
In this regard, it is considered advisable to build new modern warehouses for storing mineral fertilizers in a number of stages of the Lebap and Mary velayats. After hearing the report, President Serdar Berdimuhamedov focused on the importance of timely provision of agricultural producers with mineral fertilizers. In this regard, the Deputy Prime Minister was instructed to monitor the work of the State Concern Türkmenhimiýa on the construction of warehouses for storing mineral fertilizers in the Lebap and Mary velayats.
Then Deputy Chairman of the Cabinet of Ministers B.Radaev reported on the activities carried out to hold exhibitions, fairs and conferences. As noted, under the leadership of the head of state, various forums and reviews are regularly organized in Turkmenistan and abroad, which contributes to the socio-economic development of the country, increasing the abundance of the domestic market, and expanding international cooperation. In this regard, the Deputy Prime Minister reported on the work on the preparation of the national exposition for participation in the International Exhibition "TIBCO-2024", which will be held in Bucharest (Romania) on May 16-19 this year.
It is planned to present products and services of various sectors of the national economy, as well as private manufacturers, at the large-scale review, which will open new export markets and expand trade and economic ties. Summarizing the report, President Serdar Berdimuhamedov stressed that in the development of international cooperation, great importance is attached to the regular holding of exhibitions and conferences both in our country and abroad. In this regard, the head of state addressed instructions to the Deputy Prime Minister to carry out appropriate work on organizing a high-level national exposition at the International Exhibition TIBCO-2024, which will be held in Bucharest (Romania) on May 16-19 this year.
A number of other issues of public life were also considered at the Government meeting, on which appropriate decisions were taken.
Concluding the regular meeting of the Cabinet of Ministers on the digital system, President Serdar Berdimuhamedov wished the participants good health, family well-being and great success in their work for the prosperity of the sovereign Motherland.
